JPMorgan Backs US Crypto Bill, Warns of Digital Asset Risks
JPMorgan backs new US crypto legislation but warns new rules must close gaps, not create them. Bank urges strong safeguards on digital assets.

JPMorgan, the influential US banking giant, has publicly endorsed the impending US legislation aimed at establishing a comprehensive regulatory framework for digital assets. However, the bank has simultaneously issued a stark warning regarding potential pitfalls, stressing that any new rules must effectively close existing regulatory gaps within the financial system rather than inadvertently creating new ones.
In a recent blog post penned by senior executives, the institution emphasised that crypto assets and platforms mirroring traditional structures such as securities, exchanges, or brokers should be subjected to the same rigorous investor-protection, disclosure, and market-integrity standards currently governing conventional finance. This stance underscores a clear desire for parity and a level playing field across both traditional and nascent financial sectors.
Furthermore, JPMorgan urged lawmakers to implement robust safeguards specifically for stablecoins and tokenised deposits. Their recommendations include the adoption of bank-like capital and liquidity requirements, alongside stringent consumer-protection regulations. The bank also championed the preservation of strong anti-money laundering (AML) and law-enforcement tools as Congress continues its important deliberations on the Digital Asset Market Clarity Act.
While acknowledging the potential benefits that tokenisation and programmable money could offer – such as expedited payments, reduced settlement times, and improved cross-border money movement – JPMorgan’s message placed considerable emphasis on risk mitigation. Umar Farooq, global co-head of JP Morgan Payments, and Peter Muriungi, CEO of Digital Assets and Blockchain Solutions, co-authored the blog post. They argued that these aforementioned benefits would only materialise if regulatory clarity is meticulously paired with powerful protections for consumers and the wider financial ecosystem.
The banking behemoth’s cautious yet supportive approach comes as the US Senate accelerates efforts to advance the Digital Asset Market Clarity Act before its August recess. Although the bill has successfully navigated the Senate Banking Committee, negotiators are still grappling with several contentious issues. These include ethics rules applicable to senior government officials with vested interests in crypto, liability protections for decentralised finance (DeFi) developers, and provisions relating to stablecoin yield. Concerns voiced by Senate Agriculture Committee Democrats also remain a key point of discussion.
Despite these ongoing challenges, industry groups maintain a hopeful outlook, anticipating that the legislation could reach the Senate floor as early as July. Nevertheless, market analysts have cautioned that a failure to pass the bill before the August recess would significantly diminish its chances of becoming law, underscoring the urgency and complexity of the current legislative landscape surrounding digital assets in the United States.
